A consortium led by ACWA Power has been awarded the Jubail 4 and Jubail 6 Independent Water Plants project.
The Saudi Water Partnerships Company (SWPC) announced the decision after completing its evaluation of bids from the private sector.
The project is located in the Eastern Province south of Jubail and will deliver a combined potable water production capacity of 600,000 cubic meters per day.
ACWA Power, in partnership with Haji Abdullah Alireza & Partners Company and AlSharif Contracting and Commercial Development, submitted the winning bid with a competitive levelized cost of 1.8206 SAR per cubic meter.
The consortium will develop, construct, and operate the facilities starting from the first quarter of 2028, under a 25-year public-private partnership (PPP) agreement.
The scope of work also includes building a dedicated electrical substation connected to the main power grid via a transmission line and integrating the plants with the Jubail Water Transmission Complex.
SWPC noted that the project reflects the Kingdom’s strategy to enhance collaboration between public and private sectors to ensure sustainable water resource development and enhanced service delivery.
This aligns with the National Water Strategy and supports the broader objectives of Saudi Vision 2030, which aims to diversify the economy and promote sustainable infrastructure.
