Dubai’s DEWA invites bids for 2,000 MW solar PV and 1,000 MW battery storage project

The project, to be developed under Dubai’s Independent Power Project (IPP) model, will be built in phases starting in August 2027

Dubai Electricity & Water Authority (DEWA) has launched a competitive tender process for the seventh phase of its Mohammed bin Rashid Al Maktoum Solar Park, inviting developers to express interest in a project that will add up to 2,000 MW of solar photovoltaic (PV) capacity alongside 1,000 MW of battery energy storage.

The project, to be developed under Dubai’s Independent Power Project (IPP) model, will be built in phases starting in August 2027 and is expected to further solidify the emirate’s position as a global leader in renewable energy. DEWA will procure power from the project under a long-term Power Purchase Agreement (PPA).

The seventh phase will be located within the Mohammed bin Rashid Al Maktoum Solar Park, approximately 50 km south of Dubai, and will be one of the largest renewable energy projects of its kind in the region.

The project is expected to play a key role in supporting Dubai’s Clean Energy Strategy 2050, which aims to generate 100% of its power from clean sources by mid-century.

DEWA has invited experienced developers, either individually or in consortia, to submit their Expressions of Interest (EOI) by March 21, 2025. Successful bidders will share ownership of the project company or companies under Dubai and UAE regulations.

Upon receiving EOIs, DEWA will register interested parties and subsequently provide further details on the bidding process, contingent upon a confidentiality agreement.

Earlier, DEWA appointed a global consortium led by Deloitte as consultants for the latest phase of the solar park’s expansion.

The Mohammed bin Rashid Al Maktoum Solar Park is already one of the world’s largest solar complexes, with planned capacity set to reach 5,000 MW by 2030.
