Masdar signs Power Purchase Agreement for landmark 1GW wind farm in Kazakhstan

Abu Dhabi Future Energy Company PJSC (Masdar) has signed a Power Purchase Agreement (PPA) for its first-ever wind farm project in Kazakhstan, a 1GW facility in the Jambyl region.

The agreement, formalised on the sidelines of COP29 in Baku, demonstrates Masdar’s growing commitment to Central Asia’s renewable energy transition.

The PPA was signed by Abdulla Zayed, Director of Business and Project Development at Masdar, and Gulzhan Nalibayeva, General Director of the Financial Settlement Centre for Renewable Energy Sources Support LLP. Dignitaries witnessing the signing included Sungat Yessimkhanov, Kazakhstan’s Vice Minister of Energy, and H.E. Sharif Al Olama, Undersecretary for Energy & Petroleum Affairs of the UAE.

The 1GW wind farm will be among the largest in the Commonwealth of Independent States (CIS) region, featuring a 600-megawatt-hour Battery Energy Storage System (BESS).

Construction is expected to commence in the first quarter of 2026, with the project aiming to power 300,000 homes in southern Kazakhstan while reducing annual CO2e emissions by 2 million tonnes.

“This agreement demonstrates Masdar’s long-term commitment to supporting Kazakhstan in achieving its ambitious clean energy goals,” said Mohamed Jameel Al Ramahi, CEO of Masdar. He noted that the project aligns with Masdar’s broader goal to reach 100GW of renewable energy capacity by 2030.

Kazakhstan’s renewable energy ambitions include increasing the share of clean energy to 15% of its supply by 2030, 50% by 2050, and achieving carbon neutrality by 2060. The project builds on commitments made by the UAE and Kazakhstan at COP28 to strengthen cooperation in the renewable energy sector.

Masdar is leading the development of the wind farm in collaboration with W Solar, Qazaq Green Power (part of the Samruk-Kazyna Group), and the Kazakhstan Investment Development Fund. The project also strengthens Kazakhstan’s energy infrastructure while advancing its climate goals.

Gulzhan Nalibayeva emphasized the project’s importance: “This agreement supports advancements in Kazakhstan’s renewable infrastructure, paving the way for a greener and more resilient economy.”

Masdar has been a key driver of renewable energy globally, with projects spanning over 40 countries. Founded in 2006, the company has played a pivotal role in advancing the UAE’s sustainability vision. The 1GW Kazakhstan wind farm represents a significant addition to Masdar’s growing portfolio in Central Asia and a major step toward its target of becoming a leading producer of renewable energy and green hydrogen by 2030.
